This is an impossible question to answer. It all depends on what you are looking for. I have stayed in about 90% of the Hotels on the strip, Are you looking for an awesome pool, gambling, nightlife, atmosphere, just the room? First off, since she is turning 21, you guys are probably going to be partying, most hotels don't offer free or discounted admission to their clubs for staying there.
My top hotels, without knowing what you're looking for would be the Mirage, excellent location, big rooms, nice pool, and a cool vibe all around. If you get an upgraded room at the Flamingo it's nice and you can find good deals, Caesars palace is way overpriced, Mandalay bay has some sick rooms, but is really pricey and far from everything. Let me know what you're looking for and I can give you some specifics.
