You should move to MA, we don't use blinkers because it's viewed as a sign of weakness...

Blinkers are over rated... use hand signals instead.

Some stuff. Not a lot, just some.
Try the hazard lights and see if you have the same effect.

Start at the light , and work your way back.
    1. try a new bulb
    2. check the connectors on back of light assembly
where these disconnected for the hid install???
    are they seated proberly?
    3. trace the wires back to any other connectors

do you have a multi-meter to check for voltage along the way.

lights are a simple circuit. power (voltage) and ground ( resistance)
first make sure you have a good ground at the light socket. if you do
then check for 12v at the socket , work your way back till you get voltage
then figure out what is stopping it from getting to the socket.

Dude, Toyota designs the blinkers so that if the wiring harness isn't plugged in properly the blinker will turn on/off rapidly. It will even make a fast ticking noise. Double check the wiring harness, make sure things are plugged in all the way and you should be good.

You could always put back in the burnt out bulb and see if the issue goes away. If so, you may have the wrong kind of bulb which would most likely have the same effect.

If it's blinking super fast you have a short in the front. Might be the harness or the socket. Try another bulb first. Good luck!
