Broken (?) Tie Down Cleat

    Hi! For the past 4 hours I have been the proud owner of a 2009 Double Cab Tacoma. Previous to that I have driven my extended cab 1994 Toyota pickup 4 cylinder for the past 16 years! This is quite an upgrade for me, although the old truck is still goin' strong.
    My problem is, one of my tie-down cleats seems to be broken. I didn't, of course, notice this before driving it off the lot, but the silver metal locking plate that should be at a 90 degree angle to the plane of the tie down cleat body is parallel to it. It also won't move away from the body of the cleat when you loosen the thumb wheel and then depress it. Am I just stupid? I understand how they are supposed to work...this one just seems jammed somehow....
    Help!
