    It is irrelevant now , there is only the inclusion of Canada in the Commonwealth , it's not like the Queen runs Canada or any of the other Commonwealth countries , even England .

    It's a relic of an older system .

    I also think I figured out the British Flag or Union Jack you saw in Toronto , at the time you were there was right around the passing of Jack Layton , a political leader in Canada , he was the leader of one of our national parties , and the head of the official opposition in parliment . He was also a prominent figure in Toronto municipal politics .

    His nickname was " Union Jack " , and he was given a state funeral , I think the flag was probably a tip of the hat to him .

    In another opinion, one of the reasons why CA police have been legally able to refuse to issue ccw is that it is legal to open carry. This might be a blesssing in disguise for the upcoming CCW constitutional challenges coming up in CA.
