It's still up to the Sheriff. Varies wildly county by county.

California: Assembly panel OKs restriction on gun-carrying

Unloaded guns could no longer be carried openly under legislation advanced by state lawmakers Wednesday. The measure now goes to the full Assembly floor, where it is expected to face a tough fight.

And for those of us living in SoCal, ... good luck! San Bernardino used to be friendly to CCW, LA County still sucks. Sheriff Baca doesn't want us even OWNING guns, let alone carrying them around with us.

What you may not know, however, is that if you are issued a permit ANYWHERE in California, it is good for the entire state...meaning if you "live" (have an address) in a friendly county (like up north, most of the smaller counties), you can still carry down here. Of course, they usually do a door-knock to make sure you really live where you said you do.

You also generally have to go thru your local law enforcement (local PD) and be denied before petitioning the sheriff anyway.
