    Okay.

It cold idles at about 1300 RPM... Then once warms up, it idles at about 800 RPM..

So I presume it fast idles fine.

I would clean the TB as well as possible and get all new vacuum lines.

I had the same problem with my 04 Tacoma, it turned out to be a bad charcoal canister, it went bad by me topping off the gas tank too much. same exact symptom fill the gas tank at the station and it acted like a flood condition, I would push the accelerator pedal to the floor and hold it there and then crank the ignition to get it started but would stumble till it caught on. after starting that way the truck would start fine as usual until I refilled the gas tank then it would do it all over again. had no check engine light or trouble codes for it too

if it was the fuel filter, wouldn't the issue happen every single time?

    Oh crap
    I thought 93 not 2003.
    Dam it all sorry.
Find the hoses from the canister and trace them up to the throttle body area.
If you have a handheld scanner this will be ideal cause you may set a code.
Disconnect the vapor lines from the canister and plug them. Both ways.
Then go fuel the car up. See how it starts.
If it's ok then like others have said it could be a saturated canister.
A saturated canister is not uncommon and the symtoms vary greatly.
Adding fuel changes air flow into the system. If you have a leaking canister valve internally you can cause issues be having the fuel back flow into the section normally holding vapor.
    Again sorry for the misinformation.
I usually read a lot better than that.

Idk , all i know is i saw a video with a bad fuel filter and it flowed way slower

Perhaps half tanks,? Or does it do it exclusively with any amount of new fuel

A clogged fuel filter will evidence itself first at higher RPMs, but yet start and idle fine.

Think about it. Partially blocked, reduced flow. Higher RPM wanting more fuel and not getting it, poor high RPM running.

If you have a clogged filter that is so clogged it affects the idle, it won't get out of its own way in gear.

His situation is too specific to be a fuel filter IMHO.

Does it only happen when its completely filled or when any amount of gas is pumped?
