Can this rust be dealt with to prevent further damage?

    Yeah.
    Talk to the seller. Toyota quotes $14k for frame replacement and safe t caps arent super cheap either between buying them and installation.
    Talk him down.

    If you really can`t travel down south .

    Don`t have the skills to repair or build a new frame living in Mi. Plus all the other areas of neglected maintenance.

    your going to need to look for a lot newer Tacoma and spend an easy$10,000.00 plus

    Older Trucks are only a bargain when you can do the majority of the work yourself.

    I'd go look at it if you need a truck. Beat on the frame. At this point, that rust looks to be surface. Ugly surface rust, yeah. I know, "but, these truck rust from ins...!". Everybody calm down. Don't bash me, it's just what I would do. OP can make up his own mind.

    I am going by: the location is where the cab mount holds mud/snow w/salt, etc and starts rusting(a lot of the rust is high on the frame, not the bottom); he lives in Michigan, and most of the non re-placement yrs 1st gens will have at least some frame rust; he says he can't travel.

    Personally, if I beat on it and it was solid, thats the worst spot, the rest of the truck is as clean as my STD test, (mileage?), and I lived in Michigan, I'd make him an offer around $3000. If the pics were more clear, my opinion on price might move up or down.

    I understand where you are coming from, and I agree. If it was me in his shoes I'd totally be confident in my ability to determine if the frame is worth buying or not. It's a tough thing for me to ask of someone else that might have less experience and I'd hate myself if I recommended something based on someone else's incorrect conclusion. But i had mostly same thoughts as you looking at the pics.

    Scrape and brush away all the loose stuff, wash everything with a nuetral cleaner like simple green or purple power if you need something more aggressive. Then paint the frame/underbody or POR15 it like i did:

    I figured I'd get beat here, but I can take it. It's just the fact that 1st gen trucks are getting old and in the rust belt it's to the point that you could wait for a long, l - o - n - g time to find one with zero frame rust in your area.

    a prior comment made is this is NOT surface crust, it is the disintegration of the actual steel crumbling in chunks, which leads me to believe this spot is extremely soft, but it should be personally inspected for verification

    It is always a hard call to make from just pictures !!

    Any vehicle that age is going to need some welding someplace Not just our Tacoma`s if it sees Salt and Liquid brine.

    so far so good in my case! no needed welding, just a thorough crust removal and better quality paint than the junk they put on these

    this is the worst i have found thus far by the cat
    it was covered up by rubber undercoating for 22 years that i had not ever seen until this year when it started peeling off

    OME and worth every penny.
    When i was a kid (before galv. body panels) people were saying even then of rustproofing

    "All they do is hide starting corrosion so it's worse when it finally appears".

    Dealers got an extra 400 bux at new car sale if you went for it. Ziebart was $79.99.

    I am not very well versed in the Tacoma world, but I have some rust on my truck that looks very similar to that but only on the bottom of the frame (road salts and other contaminants) and I was able to grind it off very quickly and will be doing POR 15 this week. It made me feel better just grinding it off because I realized that it wasn't as bad as it could have been. That being said I think if the other aspects of the truck are decent then I say its worth a visit in person. Not an expert just my $0.02
