06 DCLB TRD Sport

Fog light mod, JBA LT headers, drop-in k&n filter, energy bushings, tried fold topper, 2nd air filter removed, all new stereo system minus subs, plastisol the wheels.

I'm still having trouble with 2 codes, p0031 and p0051.
heater control circuit low banks 1 and 2.
I have new Toyota o2 sensors up front and just installed jba LT headers with o2 sim on the rears.
I have checked and changed the heater fuse and swaped the relay with another and the codes keep coming back.
Last time I cleared them it took an hour to come back per the scanner.
I'm a little stumped here and was looking for some GOOD advice.
