I had this exact problem not 2 months ago. You have a bad sector on your hard drive and your only option is to reformat which may or may not fix the bad sector. This was likely caused by a crash or something else that caused the computer to not shut down properly and some invalid piece of data was saved.

reformatting will erase all your data and you will have to start fresh. if you really want to save some stuff, download ubuntu and make a boot CD (plenty of guides on this). start ubuntu but dont install it then open up your main hard drive and transfer whatever you want to a USB drive or external Hard drive.

if you want, you can use the disk checker (or whatever its called) to see that you have a bad sector.

WARNING: ubuntu will most likely save some random file type that only it can read, causing the device to not work under windows. once you have windows reinstalled, check to see if the USB or External HDD will function or if theres an error. if so, you will have to go back into ubuntu and drag your files into a place you can find in windows. You will then have to format that drive in order for it to work again.

and obviously, ubuntu will need to be made on another computer

also, try safe mode first. if not, wait for the black startup screen that comes up after an unsuccessful boot and choose to launch startup repair. i doubt either of these will work but its worth a shot. also, if you made any restore points, try going back to those. i was dumb and assumed id never need them
