I had a local shop test the sensor with their meter and they got ohms they also ran a bunch of tests with a Zeus snap on scanner and couldn’t get anything

At this point... make sure your theft insurance is topped up, and leave it at the curb with the keys in it... oh... wait, that won't do any good either.

The Cam Position Sensor should not read < 1 Ohm. As per the posted sheet it should read as follows:

    Cold - 835 - 1,400 Ohms
    Hot - 1,060 - 1,645 Ohm

The < 1 Ohm is for reading the wires between the Cam Position Sensor connector and the ECU Connector. Zero would be perfect for a wire.
It then checks each wire for a ground to body and it should read greater than 10,000 Ohms or 10K Ohms.

Whoops... my mistake. I didn't read the whole thing, and missed the "disconnect from the ECU" bit; thought it seemed odd, but I was reading that as a pin-to-pin measurement through the ECU should be <1ohm. Going back to sleep now

    Hmm . . . none as yet, that's why i'm here . . .
Confirm its getting gas. Pull all plugs, dry them off completely, put back in. Crank for thirty seconds, pull all plugs. Are they wet?

All the usual diesel truck mods- fuel system upgrade, programmer, CAI, intake manifold, 60MM stealth turbo
Is there a chance that it’s some kind of security fuel cutoff?

How? OP changed the head gasket, not the keys...

it’s got to be something with the assembly. Makes no sense that the fuel pump would suddenly act up after a HG repair when it was fine before

Pretty much all that's left. Keep walking back until you find fuel under pressure.

I'm thinking maybe a security feature done by the computer, or perhaps a kink in the fuel line somewhere.

You say the fuel lines are different sizes. I believe that to be true. you say you have noid light on ALL injectors while cranking. you have fuel pressure. lifting the fuel rail up and crank motor and NO fuel comes from the injectors. With noid and fuel you should have spray while cranking. If not did you put something in the line to keep dirt out while doing gasket? Did you disturb the fuel rail to much and disturb dirt in the rail and clog up the injectors? I would remove injectors and have tested somewhere or replace them and clean the fuel rail out. This is starting to bother me, and its not mine.

remove fuel inlet and hold away from you. have someone crank the engine for a brief second and see if fuel sprays out. No open flames or smoking material around.

I have to think you still have a timing issue either mechanically out of time or issues with timing signals. Maybe you are timed right, but the crank and cam position signals aren't reaching the ecu for some reason. Have you tried to verify timing signals by logging them during cranking? I never had to deep dive the 1GR-FE but it's SFI so it may require these signals before firing the injectors.
