I just unplugged all connectors on drivers side kick panel or whatever it's called and plugged them all back in...they all went back together good seemingly for whatever it's worth

Did you ever check pin 12 of IC4 connector? (blue wire)
We need to see if we are getting power in to the connector, and out of the connector.

Excuse the late response if you will everyone. Jus busy with work and frustrated with this truck issue.

I can't make out what pins are what on that dang "funky oblong" whatever IC4 connector. I do however have power on 2 pins there but no clue what # they are due to the awkward shape/layout of it but I don't think either of them are #12 but I could be completely mistaken on that.
I know this isn't much help to yall and apologize. Idk. Really missing my Fluke meter at this point. Sux not being able to test continuity

Pinout for that connector is in Post #50

I'd rather use a test light anyway.

Any idea what colors the wires are?
Just to give me something to "think about".
I always try to think ahead. That helps me put together a response "faster".

    Below is the pinout.

That’s a start in the right direction.
Now see if you have power to E8 pins 1 , 2 and 3.

We still need to address the grounds. But let’s get power first.

    E8 pins 1, 2 and 3 all go through IC4.
Pins 1 & 2 get power form the EFI No2 fuse. The only way the EFI No2 fuse can get power is if the ECM controls the EFI relay. And the control wire for the relay goes through the IC4.

    Something you did worked.
Keep doing what ever your doing.

The EFI relay pin #2 (ground) was loose so I just twisted a wire around the corresponding terminal on the relay itself and ran it straight to ground is all I did...thereafter EFI #2 has power...if that makes sense.

Headed to check those E8 pins 1,2,3 now.

Grounded as in it's blowing the fuse or your checking with a meter?

If your checking with a meter or test light yes they will show a path to ground because the EFI Relay powers up alot of stuff.

As @Dm93 said, they will show a path to ground.
The easiest example would be “through a relay” on the control side.
But let’s not get off course. That’s a a discussion for a different time.

Did we ever figure out those 3 grounds that were missing? The PCM can't turn on the EFI relay or power up if it's missing grounds.

I posted the location. Looks like back side of passenger head.
Or possibly under back of intake.?
