Wait till everything is dry before diagnosing. Water and electronics don't mix very well.

The high pitched wine is just the diaphragm in the horn moving moving fast and not through its full range.

As far as not starting... something is either loose, not connected, or shorted out

Sorry I couldn't be more helpful

I pulled the alarm fuse and it started up like nothing... woohoo... I think?

You need to pull the carpet and dry as much water as you can. There's some wiring under the floorboards.

Your differential, transmission, and engine may also be compromised. I wouldn't drive it until everything dries out and all your fluids are changed.

The high pitched whine was the same chirp noise it makes when your lock and unlock doors. That's controlled by the keyless entry. The horn is controlled by the integration relay in side the fuse box. Blow your inside fuse box out with air really good. Alarm/keyless entry module would be underwater by the picture. So would the integration relay.
Like @BartMaster1234 change your front diff and any other oils that filled with water ASAP before shit starts to rust.

Well it did work... then I tried to shift the trans and it's locked up, 4WD won't work and I can't roll up the windows all without that fuse. Ugh.

I would stop driving that thing immediately. Change all the fluids, dry out everything, and make sure everything is completely dry before you cause anymore damage.

Insurance would total vehicles at this point with that high of a waterline.

The white wire is your main power to the fuses and relays. Should connect to like a aluminum piece inside the fuse box that feeds many things

Isn't looking good. Gonna probably just save some coin and pay someone to fix it. I'm not good at electrical stuff and it's got gremlins now no doubt

I was able to drive it home wth the pop up on the back but I can't really even describe the issues. I just smacked the fuse box a couple times and it started :bananadead:

Its time consuming but you can start by replacing the fusebox both in the engine bay and in the dash. Might have to take a look at a couple relays too. Best get started before the corrosion takes it further.

Pull each fuse one at a time and blast where the fuse goes with contact cleaner. You'll need a few cans. Replace every fuse with new, especially the big ones. Replace every relay with new. Disconnect all the wiring pig tails and blast them with contact cleaner, then before re assembling them, coat only the seal, not the contacts, with dielectric grease. Take your time, do ne thing at a time. A brass wire brush, old tooth brush and anything to help clean up the contacts without damaging them will most likely mitigate your issue.

    Wouldn't you like to know!
You probably have a loose ground on the alarm it sounds like. is it aftermarket? My alarm freaks out anytime it starts loosing voltage and all kinds of hell starts happening. Check every connection possible.

I could write you a book of stuff to get it back to normal, but at this point everthing electrical should be cleaned properly and sprayed with deoxit for contact. Clean everything with a pessure washer and soak that engine in wd-40 as it displaces water then blow it off with the regulator on the air compressor maxed! Look under all the spark plug boots first and clean with compressed air as stuff gets there easy and acts up. Good luck
