Chrome handles intake

i have a 2002 prerunner double cab and im prety shure that it has and 18 gallon tank. i have never put in more that 15.5 gallons. but i run the gauge all the way down. the gauge bottoms out and the gas light does not even turn on. is their a way to find out if the gauge is bad or calibrate it or is their a diffrent problem
