Running HIDs in a reflector housing like the OEM 2nd Gen headlights or fogs is an extremely bad and unsafe practice. You create extreme glare for oncoming drivers and don’t have pattern control, it doesn’t work. To run HIDs you need to do so in a projector based housing, and to do it right it should be in an HID projector. You mention 6 ballasts, so presumably you are talking separate HID highs, which is problematic as HIDs are not instant on, meaning the high beams require warm up time. Hence why OEMs do not use that and instead stick to a bi-xenon HID projector or use a separate halogen high beam.

The ballast only have to charge once, then both hi and lo are instant on. In other words, the first time you turn on the hi beams, yes they do take a couple seconds to get to totally bright. After that, hi/lo flashes back and forth like a strobe.
