it is a 5 pin tyco electronics 12v 20/30a relay. I think I may head to pep boys and buy a new relay.

ok using a brand new 5 pin 12v 30a relay and when I test it with a multimeter I have power going to the relay, but no power coming from the relay at 86.

I'm totally confused now because the 2 different wiring schematics posted have the power wire coming from the relay and the ground opposite

This one says that 86 is power FROM relay to switch and that 85 is the ground

    It doesn't matter.

85 and 86 are the relay coil and they can go either way.

The only thing that might make a difference is if there is a diode installed across 85 and 86 to shunt any back EMF to ground. In that case, connecting power to the "wrong" end of the diode will result in a direct short through the diode when the switch is turned on.

In this installation, the banded end of the diode is connected to the source (in this case, the switch side of the relay) and the non-banded end goes to the grounded terminal on the relay.

BTW: With the switch off, you should see NO power on 85 or 86 (regardless of how it is wired).
The relay is not providing power to the switch... that is coming from your fuse block.
The switch applies power to the relay via pin 85 or 86.
That energizes the coil and pulls the contact in, which sends power from pin 30 out through pin 87.

Here is what's happening inside the relay.

You should have no more than 4 ground connections... one on the unswitched side of the relay coil (either 85 or 86), one on each of the fog lights, and one on the lighted switch.

I suspect that you may have an issue with the switch wiring. The ground on the switch is not needed for normal operation... only to light the switch. As a test, lift the ground from the switch and try it.
Use your meter to double check which terminals from the switch are the power source, switched out, and the ground for the indicator light.
Normally, the center terminal is the power switched out, and the terminal on the "bottom" (when the rocker is off) is the hot, the 3rd is ground. The switch should be labeled, but a lot of the Chinese shit we've been getting for the last 10 years is not.

HIDs are a bit more complicated.
Honestly, I would never buy a used HID set... just too many things that can get fucked up, including improper usage (flicking off and on destroys the burners).

Me and HID go way back to before they were used for headlights:

Well I actually bought the lightbar.........and got HID with it.
atleast thats how I look at it......I payed for a bar, and got lights for free.....:)

I bought it here (TW) from a 'mogace' He shipped them with little/no packing materials, so one of the lights was broken in transit....
I figured buying from here would be better.....I guess I was wrong.......
Like said before, the wiring harness was crap also.......

I am very displeased with my recent purchase.........but am going to try and salvage atleast two of the four lights.
