I have a 2010 tacoma with a 6 inch pro comp lift and 35 in tires. The top of the ball needs to be 16 inches. How big of a drop do I need?

Not to seem like a smart ass, but get out a measuring tape and find out.

Messure from the ground to where a standard ball hitch would sit as of now, and then subtract 16 from that and you have your answer.

I see. Well someone will probably chime in with the correct answer.
