Your have a bad ground somewhere. Check for rusty connections anywhere it was submerged including lights and stuff.

 

If he has just the DTRL on, nothing on his tail lights should be lit.

The back is metal, middle part is the circuit board, then a piece of plastic front. I'm guessing it's not water proof! Lol
