Could be a custom made mount. Probably just a bent up piece of steel poking through the lower grille for the lights. Not a lot of protection for the lights though, if you even bump anything with the front of your truck the lights are the first things to go.

Blew Pic up, Mounting is below light.
I made a temp license plate bracket, secured thru the valance, to the aluminum bumper.
Probably similar. Just some angle brackets.
Wonder if anyone here knows the truck
