how do I mount a tool box when I have a plastic bed liner in my bed? I can’t get access behind the liner to put a bolt or mounting bracket

Probably not the answer you seek, but I bought one of these

and bolted some square steel tubing to the bottom. Then I ran a hardened security chain in and through and around the box sections, tying both ends off to the front tie-down points with commercial grade padlocks. Also put commercial grade locks on the box. I spent under $120 and while it's not as pretty, it's easy to remove if I need space and has worked well.
