Would I need extended brake lines to run these?

No, shocks do not provide lift.

do you know exactly why one is shorter than the other?
    Can these be rebuilt?

You can rebuild them. But I haven't found any answers on why they're different lengths. Some 1st gen Tacomas had different length shocks, but I've never seen any 2nd gen's that did.

Actually after a little more research. These are for 0-1.5" lift according to Icon's website. According to wheelers offroad they're for 0-2.5" lift. I don't know if that's a mistake or they are able to make them work for up to 2.5"

    http://iconvehicledynamics.com/shop...-20-aluminum-series-rear-shock-0-15-lift.html

I was looking to purchase myself, but glad I looked that up before I paid. Just thought it should be known.

    Free bump.
