PVC pipe makes a good frame.

Maybe you already know this but they can be bought. Check out rightline tents.

    I did not. Thank you.
That's not as simple as the top pic. Anyone know where something like that is sold?

I was really just trying to find some way to do it CHEAP. I don't car camp often. I think I'll just rig up a PVC frame, throw a rain fly over it, and secure it with bungees.

I have the rightline truck tent that I have used plenty of times before my current rtt setup. Works great, super easy and fast to set up. Might not be as cheap as you wanted but it's a quality product for sure.

A tarp and some line can go a long way. Google tarp tent for options on how a tarp can be pitched and you'll find a suitable pitch that fits any situation.
I'd imagine your specific picture is using some small cord that utilizes the wooded area surrounding the taco. But as others mentioned, some pvc and a tarp could achieve the same goal.
