    They all are. Right now it has the newest firmware but you can delete that and revert to an older version.

    if its 3.1.3, bootloader 05.12, baseband 09 it is not unlockable.

    if its baseband 08 you can downgrade bootloader back from 05.12 to 05.11 then it would be unlockable.
