Yes, you’re fine to ask a question. (Well, technically you’d be asking more questions as you’ve already asked 2)

Ok. I have internet over RF, and it's not very good. Craps out if I fart outside too close to the tower, let alone normal severe weather.

I also have an Asus Chromebook for the wife to surf Pinterest. Here lately, whenever she gets on the Chromebook, the internet craps out. So, she calls up the techs at the ISP and they tell her something about our internet is fvcky. They said they can see Google is trying to exceed the upload bandwidth to a secondary site, but he can't tell what it is.

Now, she tells me this and I check all the "apps" to see if they are uploading in the background. None of them were, from the piddly little bit I know how to check. So, I shut the Chromebook down...and the internet comes back.

Could the Chromebook OS really be sucking up that much bandwidth? And if so, why is it just doing it now, instead of the first time we turned it on 6 months ago?

    Yeah.
So as soon as the Chromebook turns on it craps things out? Or when she starts browsing?

Not too familiar with the Chromebook OS. But could be a browser add-on that is acting up. My wife used to like to install crazy shopping helper stuff and then complain about performance.

Not a Chromebook user or admin, but some general ideas.

Is the OS up to date? Possibly it's trying to download updates to the OS?
Based on the info from the ISP support, it sounds like your router doesn't have great statistics reporting, which would help considerably. If it had device level statistics, and/or real time device access info it should be fairly easy to figure out. Possibly there is an app you can install on the chromebook that would give a more detailed network analysis.

    Yeah.
I wonder if it is just Chromebook behavior -- they are apparently designed to be "online" all the time and have limited functionality offline. Could be that they are just very chatty.

It showed an update....mmm...maybe last week or a week and a half ago. I let it update (because it's not a Windows update  ), but it didn't cause these connectivity issues until this past Friday.

Chromebooks are as close to idiot proof as you can get and for anybody that just surfs the web they rock. It's what I gave my mom because I was sick of dealing with windows issues. ChromeOS will update itself (which IMO you should just let it do), and the last update was November 4. It could have been 400 meg which might explain some of the slow down.

What extensions is she running? (put this in as the url) chrome://extensions/

We have more F5s than I can count. Our network folks call them "job security."
