    I run BFG A/T's 265/70/16 on the stock Billies (rear TSB lifted it a little) and I see those same numbers. I regularly get 19mpg. The shell probably helps the aerodynamics a little. I was getting 17mpg for a long time, and chalked it up to "winter blends". But then I got my first oil change (at the dealer in July) and my mpg jumped 2 and has remained +2 ever since.
