I've had problems with batteries in the past where a new one wouldn't work - it drove me nuts. Then I stumbled across a post for a garmin heart rate monitor chest strap that suggested installing the battery backward, pulling it out, then reinstalling correctly. I did the same thing wife my wife's Honda key fob and it did the trick.
Taking fobs apart isn't fun, but it may be worth a try. I've yet to change the battery in my fob, the Honda fob is the first time I ran into this.

    Good luck.

This is why I insist on getting 2 sets of keys or no deal. On new ones I negotiate a 3rd one. It is nice to always have a spare in my travel bag. Not sure on Toyotas but on my daughters Liberty you have have 2 to program a new key. That is DIY. If not you pay dealer $150+.

Everyone should do this, I wish I had. With these chipped keys, if you only have one, and lose it the dealer really bends you over.

I lost mine playing frisbee golf, I knew I had it at the start of the 12th tee. and we had just finished the 18th. So all I knew is it was somewhere on those 5 acres. So we backtracked, and found it about a half hour later where we had finished a hole.

So try this!!! My unlocking button always had problems locking only sometimes. I replaced the battery and it worked great... Next time didn't work at all. Worked outside the housing .Just the front housing it worked. With just the back on it didnt work. Took a gum wrapper folded it so it covered the inside back of the housing. Works like new now

Wonder if a little piece of alum foil would work too.
My fobs have been acting up to the point where I lock and unlock the doors with the key mostly.

2019. This procedure posted by @devkurf still works like a charm on my 2011 taco!
