I am wanting to add a lightbar to my lower bumper, but because of the laws in Texas, I have a front license plate. Do not want to buy a 30" bar and have a third of it covered by the license plate. Instead, I would like to buy maybe two 10" bars and mount them on each side of the license plate. Has anyone down this and if so, what kind of mount did you use? Thanks.

A lot of guys will actually just use a bracket to relocate the front plate to hang with the top edge just below the lower facia in the bumper then put the a 30" or so bar where you are intending.

I am planning on doing just that. I have the 30" bar already, I just need to make the brackets for the license plate and the bar. And because it's now -10 Celcius here everyday I don't intend on doing it anytime soon.

I did the two 10 inch light bars on either side of my license plate. Built a mount using L Angle metal from Home Depot and just drilled holes accordingly. I can take some pictures if you'd like.

Here are some pictures. Excuse my dirty tacoma. Also kind of hard to get good pictures without taking off the grill. I used an existing hole in the crash beam and drilled a hole through my angled aluminum, then drilled holes through where I wanted my light bars to sit.
