Mini-tiedowns with Pace Edwards Tonneau rails

    I read awhileback that you can use the Toyota mini-tiedowns (
    $61 PT278-35075 Mini Tie Down, Black
    PT278-35075) on the 2009 Tacoma rails underneath the Pace Edwards Tonneau Cover rails. Now I can't find that post. Has anyone done this and if so can the minis be installed AFTER the Tonneua Cover is installed.

    Did several searches and could not find the answers.

    Thanks in advance for any info on this.
