09 cab and a half 2.7

09 taco 4 cyl base auto changed from 15x6 to 15x7 wheels and it rubs a block looking piece o plastic in da fenderwell on the driverside its directly where your left foot rest (auto trans) i pulled the plastic off to peak behind and theres a blockish plastic with bolts. anybody seen this before when changing to bigger tires ? its only 1/8 to .25 an inch inda way. my questions are 1. what is it and what does it do 2. can i beat it out the way 3. can the block be removed for clearance.
