I just read about the jacks being too short on another board recently, some guy had the same problem so when he got home he parked his truck in the garage on a level concrete floor and it only lifted the tire a half inch off the pavement.
He mentioned that anyone in their right mind would realize that a jack sitting on gravel alongside the road even if it were level would at least be expected to sink more then a half inch.

My bad.. I was thinking of my 3 ton Craftsman jack that I use to change the tires on my trailer. However.. as others have suggested... put the jack under the U-Bolts and jack from under the leaf springs. The stock jack is plenty high as you can see from the photo. I shot this photo and probably had another inch to go on the jack before it reached its upper limit. (Note I didn't jack the tire up in this photo.. just put the jack next to where you should jack from to show the actual height the jack could reach.)

Well, as it turns out....I had a defective Jack. J4....I have the same jack as in your pic, but that 2nd sleeve never extended all the way. The dealer tested it and gave me a new one (so I am happy about that). Even with the new one though, the dealer tested it and it only lifts the truck a little in the front....maybe an inch? I'll probably still cut a 2X4 and stick it in with the jack just in case.....

It may piss him off but it has saved my ass a couple of times on the side of the 101 frwy and the 110 frwy here LA. I would rather piss him off than get hit by a car. Besides, its his damn job to fix tires! He signed up for it.
