Today I was parking in a parking garage and one of the walls sticks out a bit on a parking spot and I may have been a little too close... fortunately I just hit my fender flare. Instead of going out and replacing it I was wondering if I could find a cheaper way out by maybe buffing it out. Any suggestions on buffing something like this out (any products or methods)

I know it may be hard to see from the pictures but I will try to send some more tomorrow. These are the only pictures I have for now.
I was able to gently rub some of it off but this is what remains

Looks like paint transfer from whatever you hit. Should be able to go after that by hand but take it easy as your fingers can be MUCH more aggressive than a machine buffer will be. For the paint transfer you likely don't want to buff at all. You can likely get away with adhesive remover or lacquer thinner all of which you just want to gently rub, always start with least aggressive approach first. Automotive paint compound (check auto parts stores) on a microfiber cloth will likely rub it off too, you may have many things in the garage that will take it off easy. Even a magic eraser, just be aware that wherever you hit with that thing will scuff good paint.

Whatever you use most of the damage here is on edges, always be gentle around these on any part of any car as the paint is always the thinnest there. So keep real light pressure here and hopefully whatever you're using on the rag will gently wipe away.

I don't think you're going to be able to buff all of that out, some of them look like pretty deep scratches. Your best option my be to use touch-up paint and try to blend it in by hand. Replacing the flare doesn't seem necessary; I would be more inclined to remove it from the truck and just repaint the whole thing after sanding those scratches away.

Some looks like paint transfer but some look like pretty deep gouges extending into the plastic.

Some of that looks too deep to buff out IMO. Probably gonna need to get some touch up paint

    Concrete walls don't transfer paint.
