Yes! I live in Northern California and don’t know where Knoxville Ca. is. Change the title to Napa area and in the original post edit it to show directions.

Breaking that suction is gonna take some effort. I'd be really wary of using a kinetic system. With that terrain your going to need to change the angle of pull on the winch line to upward. Start looking for the largest tire you can find and some 1" plywood.

Hook the winch to the rear recovery point. Put the ply down and put a large mounted tire on the ply a couple feet back from the stuck rig. Run the winch line over that tire and start winching. That will make the pull upwards and break the suction in the rear. Reset that tire as many times as needed until he's back on top.

    Good luck.

Another thing, I’d spend the $$ and just get a service to pull it out. With all the rain we are getting and is coming in that area is going be one big mud pit and may get to the point where no one can get in there to pull him out.

The force required to break a vacuum grows quickly. Roughly 15 lbs pull for every square inch under a vacuum. So, a 10 inch square area under a vacuum will need nearly 1500 lbs to break free.

No, I'm saying brute force may not be the answer.

The 8K winch could remove parts from the truck vs removing the truck from the mud.

One last thing, if that is lake Berryessa then with all the rain and run off we are getting the lake level will be rising quickly. If he doesn’t get that truck out of there soon, it may turn into a water recovery. I think time is of the essence.

Just tie pontoons to it. Float it out.

Anytime you winch there's a chance of damaging either vehicle. Changing the angle of force is one way to help mitigate that risk. The 8K comment was a joke referring to this:

    Any better pics this morning?
I think 2 f/r locked rubicons might inch it out.
    You got any jeep friends?

Do you have coordinates of exactly where his truck is at? The coordinates you provided are far outside the OHV park. Coordinates you provided are at the bottom of this screenshot, and the park is at the top.OperationSloppyTaco2.0-WrongCoordinates.jpg

I am working today, so can't make the 4 hour drive and tomorrow is Christmas and raining. Per the forecast it will start raining up there tonight and through the weekend. Hopefully he can get out today. If he is not far from pavement, and per your photo the dirt road just up the hill looks in good condition, I would consider calling a tow truck. Seems they would be able to get to the location and close enough to the truck.

Edit: Looking at the photo, where's he even at relative to the road?
