Need help please, won't start, no spark, no fuel

    OP, Grab the files DM93 uploaded above.
    Check the powers to the ECM.

    E11 Power @ pins 23
    E13 Power @ Pins 9, 22, 23, 24
    E14 Power @ Pins 21

    E9 Power @ Pin 15 should be about 5V

    Ground @ Pins
    E11 - 12
    E12 10, 11, 14, 15, 16, 18

    Then you need to check pins 22, and 23 of the E13 connector at the ECM.

    On second thought, you don't really have to check those pins.
    You say you have no power to the EFI fuse, so the failure is at the relay connection or the splice.

    OR......A bad relay........But you say you tried a known good.??????

    Sorry, I started checking those pins but they are not fun to get to, especially in the 19° night lol im going back out this am to check. As far as the relay I switched with the known good horn relay and no change. That efi fuse might get like a couple volts through it here and there. Would the o2 sensors be related in any way? I'm going to check them shortly but that's the only thing I can think of that has been touched in the last 6 months.

    The O2 sensors wouldn't cause no power to the fuse, I'm assuming you mean the EFI No2 Fuse has no power?

    Yes, EFI No 2 has no power, ever. And when I take my power probe and put 12v to it, the CEL comes back on the dash but still won't start and still can't connect to OBD2

    What if you jump pins 3 and 5 of the EFI Relay do you get power at the EFI No 2 Fuse?

    So it would seem you have a wiring issue under the fuse box as @TnShooter suspected.
    Any evidence of rodent activity?

    No signs of rodents, I'll check under the fuse box. I unbolted it but with all the wires it's hard to get a good look underneath

    I mean it can't really be anything else if power is good to the EFI Main fuse but isn't making it to the EFI No 2 fuse with the relay jumped, did you verify the EFI Main fuse is keeping power when you jump the relay?

    Okay jerk alert! Lmao I had the wrong pins, 3 and 5 on the EFI Relay are jumped correctly now, that gives me 12v power to the EFI No 2 fuse and CEL is on, no start
