on my 98 the leafs seem to be angling down just a tad bit (like an upside down U, but not as extreme of an arch). Do i need new leafs?

It's pretty much normal. For whatever reason Toyota puts weak leaf packs in the Tacomas. Look around at other Tacomas, they pretty much all have this problem.

here's what my old leafs looked like...flat in the back and downward arch in the front.

I swapped them out for Wheeler's/Alcan 5 leaf replacements. I was tired of the rough ride with the worn out pack and axle wrap was driving me crazy as well. For me the only choice was replacement. You may be able to get away with an AAL (expect a rougher ride) to get more arch back in there depending on how bad your current packs are.
