NO ABS or Locker

I recently bought a '98 TRD. There is no power to the E-locker and the ABS doesn't seem to be working. I press the diff lock button in 4-Lo and the light flashes, no actuator sound and NO power to it. Yes, i've done the S-turns and banged on it with a hammer. 4WD 20 amp fuse is good. No grey wire mods have been done. I know it has ABS as there is a control unit on the passenger fender under the hood. Slammed on the brakes in gravel and on pavement and no pulsing of the pedal, just locks up the front in gravel.

Any ideas would be much appreciated.
