okay - I just had the TSB done on my 09' Double Cab TRD Off Road (11,000 miles). I had indicated to my dealers service manager that I suspected there was something more than the leaf springs that was wrong with my truck (i.e. the shocks) based on the ride. He ensured me that "no, you have the bilsteins, the best shocks, it is not your shocks". So, fine. However, because I wanted to level my truck I got the billy 5100's for all four corners. I get my truck, and I also made sure to get my factory billys. Purely out of curiousity, I compress the rear shocks to see if they are okay. The first one compresses and extends norally. The second one compresses and does not return. IT'S SHOT !! I go back inside to demonstrate and I had three service department reps agree. It's shot. So, my question to you guys. Does Toyota owe me a set of ome billy's or something of equal value???

No they don't. It's considered a wear item. Second, I think you mean OEM not OME.

And I retract my previous statement. They should be covered under the 36k mile warranty. So yes they owe you new OEM Billy's (at least one any way)
