    I don't know if he is actually prototyping with an Arduino but it's what I would do. It's an exciting time we live in where you can CNC a PCB on a $100 CNC router. or better yet, get PCBs professionally made for less than $0.10 each.     Yep. It's amazing the amount of computing power and I/O you can get in the size of a stick of gum, for about the same price!

    Also, that's a cool project. I may have to play with that.

    Yes prototyping on arduino software using an high powered Atmel MCU.
    Prototyping on arduino IDE makes it possible to do this so quickly.
    Not using a cheapo breakout board or UNO or any of that.
    Then once complete I'll write it out in C proper.

    Accurately reading the signal the ECU sends out is actually rather tricky.

    Let's see if you can figure it out! :). I'm not going to post the secrets, but here's a hint.

    What type if signal is it if you need to to measure 2 things, add them together and divide over a set time to calculate your time period?

    On time, off time, period. PWM of some kind I would assume?

    PWM can be calculated by the amount of time measured the signal is high alone.
    Something else requires the time the signal is high, then the signal is low, then back to high over a time period.

    Duty cycle and Frequency define PWM. Or the other way around. They're all related, but in the arduino world you would measure duty cycle by doing what Mat said On time vs off time. Frequency can be done by counting # of rising edges over time.
