    Canada Eh!
If the rubber boot has fluid coming out of it, it means that it is leaking by the valve internally.

Do what others have suggested and clean it really well to find out where EXACTLY its coming from. It is more probable that it is coming from one of the line fittings or the bleeder screw.

Here is a pic of mine. (the bleeder screw is the "nipple" facing the left just above the rubber boot) Also, mine is wet cause I just changed the line.

ohh also, my load sensing proportioning valve is seized so it doesnt change the brake pressure, but is doesnt leak so it hasnt compromised the braking system. The only affect is that rear braking pressure stays light when Ive got a load in the back.

This part from Toyota cost over $300. I was able to find one from a guy parting his truck out for a fraction of that. If you do indeed need a new one Id suggest checking the scrap yards or creep the classified here unless you want to shell out 300 bones

I dont know your level of mechanical inclination, but if you are up for it try disassembling it. Take the clip off that holds the boot and and see whats up. May just be an o-ring or something.

Regardless, the valve needs to be replaced ASAP if it is leaking.
