    Does the rear (non-high clearance) plate bumper have higher clearance and departure angles than the OEM bumper?

    Yes, it's slightly higher than the stock bumper and the hitch is integrated into the bumper, behind the license plate, which is the biggest clearance gain, because it removes the hitch from below the bumper. :)
