question about purchasing an oem rear bumper

I was looking at new OEM rear bumpers and all the websites gave two options:

w/ street package and w/o street package

Now there is almost a $200 difference in price in the two.

What is the difference between the two packages and why such a difference in price.

Also, I'm assuming that these bumpers come primed, but not painted, is this true?
