Am I a moron? (rhetorical question)

Why can't I figure out where to start to remove the bumper valence off my 1998 4WD?

Can someone be so kind to help out? I googled and downloaded the parts diagram from customtacos but that doesn't seem to be helping much

I did the valance on my 02 and there were a lot of bolts that snapped off and had to be replaced when I put in the new valance on. I removed the lights and the worked right to left on bolt at a time till they were all out or snapped. Patience and PB Blaster are your best friends on this job LOL:)
