I have a 1996 Toyota Camry and when I press the brake to put the car into reverse or drive, the change bulb light comes ok and stays on until car is turned off again. The lights work. They turn on when I press the brake. What does seem wired is at night when the headlights are on the tail lights seen to be at full bright all the time as if the pedal was always pressed. They do no go to the dim and then bright up when you brake like it should. When I do step on the brake the light on the spoiler wing turns on. Only way drivers behind me can see I am braking.

Did you check to see if you have the correct bulbs.
    They should be dual filament.
Not sure what the correct bulb part number is.
You can go to a parts store and check their bulb book or search online for your Camry.
