I just noticed rust spots and the paint starting to bubble around my licence plate lights on my rear bumper.

Yikes. 4 years even in VT shouldnt cause rust that bad.
Whenever its fixed start using dome kind of rust protection on the underbody and also the backs of bumpers and any metal parts. Fluid film is popular. Por15 paint is the best way to go but that's a lot of work. Stay sway from anything "rubberized"

Dealer said salt got in between the paint and the metal bumper causing the paint to bubble and the metal to rust. He said the truck is out of the 3 year paint warranty.

he did say the dealer would provide me a new bumper if i agree to pay the $150 for labor to install it.
