I just purchased a 99 tacoma regular cab and want to swap out the stock bucket seats with a set that I got out of a last generation Honda prelude. Does any company make a "conversion kit" or should I just break out the grinder and welder and fabricate it?

AFAIK, no one makes a conversion kit. Just break out a welder and do it yourself. Be sure to use the old sliders.
