    It gets those readings from the 2 furthest channels giving you a known safe reading for the rest of the channels

    My issue is that my readings are over 3 on both channels (which can damage the radio if used). But everything looks fine and I can’t figure out why my reading won’t get any lower with tunning the antenna

    My buddy is kinda savvy with radios and thinks either the antenna doesn't have a good ground or the driven element (center of coax) is shorting to ground. He said he would start there.

    How would I know if the coax is shorting to ground

    That’s what I thought. And I made sure not to coil it anywhere when running it. I zipped tied it to the frame under the truck and ran it through a rubber grommet under the driver seat

    He hasn't responded, but it makes sense to me that you could disconnect the coax and continuity check the center to ground.

    You should have zero continuity between the center conductor and the sheath/shield. Then test the shield to ground at the point where the radio is mounted.

    Exactly. The center wire is hot. That's why it's protected by that fat layer of plastic.
