Speedometer and cruise control intermittent

    1996 Toyota Tacoma 4WD
    I have a 1996 Toyota Tacoma 4WD. For the past year my cruise control has been intermittent working 50% of the time. Lately it works only 20% of the time. For the last few months my speedometer has been intermittent where it will read a much higher speed than what I am traveling. Most of the time it will correct itself when the vehicle is turned off and restarted. My questions are are these two problems related, is this a speedometer cable problem, or is it a speed sensor problem (I do not know if I the truck has a speed sensor)? If it is one of these problems can anyone tell me how to fix them? Thanks.
