Spray on bumper coating

I saw another thread about the spray on bed-liner and it got me thinking about the spray on bumper coating by dupli-color. Will it work if I simply spray it over a painted bumper, do i need to sand, prime, etc.? Also, I would like to spray it on plastic fender flares, does anyone know if it will adhere to the plastic well? Thank you.

I would sand it a little bit just to scuff up the surface so the coating has something to adhere to. Use a fine grit
