Stains on my glassworks fenders

I have the glassworks fiberglass that isn't painted yet. It just has the gel coat on it right now. Since they've been on, it has rained and I have these light brownish stains on some parts of it that isn't coming off with just water and soap. Someone recommended goof off, but I don't want to ruin these so I wanted some more opinions. I am going to clear coat these once they are cleaned.
