I recently installed a Body Armor Hiline bumper and am going to install a Badlands Apex winch as soon as I can snag one on sale. Total additional front end weight is going to be 146 pounds on my stock 2018 TRD Offroad. I know I'm going to get some front end sag from the weight, not sure how much. Don't want to do a lift at this time though I will want to remove the anticipated front end sag. If I installed 1 or 2" spacers only on the front OEM Bilstein's, would that give me suspension functionality as close to stock performance? I like the current stock ride comfort.

I added about 100lbs after bumper and removing factory stuff. Dropped about 1/4” only, but it did feel like the truck was swinging a hammer around when i turned. After upgrading to 6112 650lb coils it felt normal again on turns and a nice ride. I would advise against a steel line winch unless you really need steel line for some reason. Front end weight is very noticeable, especially so on stock suspension.

Quite a few things at this point..
Your best bet is to install first and see how much it actually sags. A lot of people, myself included, saw no noticeable and/or measurable sagging after install of the body armor hiline bumper + winch, even those with stock suspension. There's also an entire thread dedicated to this bumper you can read through.

    Lift is not the problem.

You added weight to the front end. Springs support the weight, not spacers or shocks. If you want to reduce/eliminate the "sag", then you will need different springs. Not longer springs, same length. Springs with a higher load/inch rating.
