The belts do not appear to have ever been changed on my 98 tacoma. The belts look good. Should I just change them as regular maintenance?

X2....at just a few bucks do it. besides belts only look bad after it's far too gone. Never had one break before but I have always replaced them before 100,000 miles.

Does anyone have a good how-to change belts site I can review?

I dont know there's 3 tensioners start with the belt closest to the block and work your way back out when putting them back on. Search for belt replacement and you might find a thread on it.
