So I got a 20.00 oil change coupon for my local dealer. So when ever I change my oil I rotate my tires. So I figured let them do it. So get my truck back and it shimmied at 40-65mph. So I took it back and said something was up. They supposedly rebalanced the front tires. So the issue was still there. Took it back today to have them rerotate the tires back. Well, with road test shimmy was stil there WTF could they have done!!!

Are the wheels seated on the hubs correctly?

Can you see where they removed the weights?

Wheel balancing machines are so easy to operate they shouldn't need a master tech.

    Put wheel on machine.
    Machine spins wheel.
Machine says where and how much weight to apply.
    Apply weight as instructed.
    Retest.
    Done.

Go to a different dealer and/or call Toyota care and piss and moan.

The 2 dealerships I go to here in Portland are exceptional and I have had no issues.
1 even detailed my entire truck for free. I was very surprised, but I did have a lot of work done.

I think you may have lost a weight when they pulled your tires.

Welcome to the shimmy club! I finally got rid of my shimmy after dealer road force balanced my tires 4 times, rotated tires around vehicle several times, realigned front wheels to the leaf spring TSB specs & lowered my tire pressures to 32 psi from 35 psi. Only took 3 1/2 years to get rid of the shimmy above 45 mph.
